The reversal schedule on the 95 and 395 Express Lanes is being adjusted to make it easier for I-395/95 corridor travelers to get to and from their Memorial Day destinations.
Here is what drivers can expect on the Express Lanes:
The summer weekday early reversal begins on May 23 and runs through September 3. The overnight and weekend reversal schedules will not change.
Drivers can enjoy free travel with an E-ZPass Flex set to HOV ON and three or more people in the car.

To help ease getaway travel volumes, the 95 and 395 Express Lanes will begin reversal at 10:30 a.m. on weekdays between March 21 to March 29. The southbound Lanes will be fully open by about 12:30 p.m.

Please be advised of continued work on the Express Lanes Opitz Boulevard project that will impact travel overnight tonight, March 28, 2024, on the 95 Express Lanes.
Beginning at or about 9:30 p.m., the 95 Express Lanes will experience a single-lane closure at about mile marker 158. From ~1 a.m. to ~4:30 a.m., the 95 Express Lanes will be closed between mile markers 133 and 157. Express Lanes are expected to be fully open northbound in time for morning rush hour.

The 95 Express Lanes will experience weeknight nightly closures from 10 p.m. to 4 a.m. from near Joplin Road to the terminus near Route 17 beginning March 13, 2024 and concluding March 30, 2024 at the latest.
During the closure:
The closure is facilitating the removal of temporary concrete barriers along the Fredericksburg Extension, replacing them with permanent guardrails.

In January, Transurban North America made its fifth annual payment to the Northern Virginia Transportation Commission (NVTC) Commuter Choice Program. NVTC’s Commuter Choice Program uses the contributed toll revenues from the 395 Express Lanes, distributing funds competitively to public transit and other commute improvements that help more people to move more efficiently, with more travel options, through the 95/395 Express Lanes corridor.
“Transurban is committed to getting people where they need to go. Helping provide the communities we serve with more ways to get from point A to point B beyond our Express Lanes achieves that goal,” said Beau Memory, President, Transurban North America. “Northern Virginia’s growth, from population increases to major employers like Amazon choosing our region, requires us to attack the mobility challenge from every angle. Through this year’s contribution of over $16.5 million to Commuter Choice, we are creating solutions that matter—because solving transportation challenges both now and in the future requires partnerships across the public and private sectors.”
The funds are distributed by NVTC, in collaboration with the Potomac and Rappahannock Transportation Commission, to give Northern Virginians more multimodal options for traveling throughout the region. From buses that take advantage of the 95/395 Express Lanes to Virginia Railway Express (VRE) enhancements, new and expanded services and infrastructure improvements have come to life because of Commuter Choice.
“Our partnership with Transurban through the innovative Commuter Choice program supports the regional economy, gives people more travel options and reduces congestion throughout Northern Virginia,” said Kate Mattice, Executive Director, NVTC. “Keeping Northern Virginia moving depends on finding ways to move more people on our existing roads and highways through targeted investments in projects that make a measurable impact.”
The annual commitment extends through the end of Transurban’s agreement with the Commonwealth in 2087 increasing by 2.5% each year—adding up to over $2.6 billion throughout the life of the concession. Recently along the corridor, Express Lanes improvements have enabled drivers, carpoolers, and transit riders alike to enjoy faster, more reliable trips. From the 10-mile Fredericksburg Extension opened in August 2023 to continued access improvements at Seminary Road and Opitz Boulevard coming soon, it’s easier than ever to use Transurban’s Express Lanes—no matter which way you travel.

The mid-day diversion will also go into effect at 10 a.m. on days when the reversal begins early.

In November 2023, Beau Memory joined Transurban as President, North America. He comes to the operator of the 95, 395, and 495 Express Lanes in Virginia, United States and the A25 bridge in Montréal, Québec from the E-470 Public Highway Authority in Denver, Colorado, where he served as Executive Director and Chief Executive Officer.

As Executive Director and CEO at E-470, Mr. Memory had oversight of the authority’s operations, financial management and project delivery – including the establishment of a new in-lane toll system. He has also worked across the public and private sector including at the North Carolina Department of Transportation and at SAS.

Mr. Memory comes to Transurban North America at a pivotal time of growth as its Greater Washington Area Express Lanes—the largest managed lanes system in the nation closes out a decade of operations with 4.5x growth in miles and more than 10 million customers. Most recently, the private partner of Virginia, delivered a 10-mile extension of its I-95 Express Lanes with an additional 2.5 miles anticipated to open in 2025 on the 495 Express Lanes.
These projects will help reduce congestion and accelerate the more than 33 million hours of time saved already across Transurban’s Express Lanes. With projected population growth of 16% over the next twenty years in the Greater Washington Area, coupled with expansion and relocation of global employers such as Amazon, Boeing, and Raytheon, the region’s need for expanded transportation choices like Express Lanes will only grow.
In Montréal, Transurban recently welcomed CDPQ into its investment in the A25 toll road and bridge, bringing local expertise and opportunity for market growth.
