Express Lanes/HOV Transition Point

The Express Lanes end and the HOV lanes begin on I-395 just north of Edsall Road.

The rules on the I-395 HOV lanes have not changed. That means that when the HOV restriction is in effect, drivers traveling alone or with one passenger will need to exit from the Express Lanes to avoid entering the HOV lanes. HOV-3+ and eligible clean fuel plate vehicles can travel in the HOV lanes as they do today.

Continuing onto Express Lanes

If you have an E-ZPass Flex and three or more people in your car, you can continue straight in the southbound HOV lanes to enter the Express Lanes. Make sure your E-ZPass Flex is switched to HOV mode before you enter the Express Lanes if you have three or more people in the car. You can use a regular E-ZPass – or an E-ZPass Flex set to toll mode – to pay your toll if you have fewer than three people in the car.

First Chance to Enter the Express Lanes

If you have an E-ZPass, your first opportunity to enter the southbound Express Lanes from the regular lanes is via the ramp on the left just before Edsall Road.

Exiting onto Regular Lanes

If you do not have an E-ZPass, or do not want to enter the Express Lanes, you may exit the southbound HOV lanes and reenter the I-395 regular lanes just before Edsall Road.

HOV Lanes End/Express Lanes Begin

The HOV lanes end and the Express Lanes begin on I-395 south near Edsall Road – you will see signs outlining the rules of the road before entry points to the Express Lanes. On weekdays, the HOV-3 only restriction is in effect on the southbound I-395 HOV lanes from 3:30-6 p.m. There is no HOV restriction on the weekends. You must have an E-ZPass or E-ZPass Flex to enter the Express Lanes.

Exiting onto Regular Lanes

Vehicles that do not meet the HOV or eligible hybrid/clean fuel plate vehicle requirement will need to exit the Express Lanes and reenter the I-395 regular lanes after Edsall Road. As you travel northbound toward the end of the Express Lanes, stay in the right lane and follow the signs to I-395 Local Exits. Take the flyover ramp that will carry you back to the I-395 regular lanes where you can exit to Duke Street or continue traveling northbound.

Continuing onto I-395 HOV Lanes

To continue onto the I-395 HOV lanes, you must comply with HOV rules. On weekdays, the HOV restriction is in effect on the northbound HOV lanes from 6-9 a.m. There is no HOV restriction on the weekends.

When the HOV rules are in effect, only motorcycles, HOV-3 and eligible hybrid/clean fuel plate vehicles heading north on the 95 Express Lanes can continue onto the I-395 HOV lanes.

As you travel northbound on the Express Lanes toward the I-395 HOV lanes, signs will alert you that you are approaching the end of the Express Lanes. On weekdays, the HOV-3 only restriction is in effect on the northbound I-395 HOV lanes from 6-9 a.m. There is no HOV restriction on the weekends.
